Water heater and shower

Our apartment has bottled gas and an 'on demand' water heater which works effectively. The shower is an ordinary non-thermostatic mixer bath/shower type valve.
A technical question if I may? Is it possible to get a thermostatic controlled shower mixer to operate with such a system? The problem is that the longer the 'on demand' water heater runs the hotter the water gets.

Safer, cheaper and better to just reduce the max temperature to a safe 60 degrees (normal shower temperature) by increasing the speed the water flows through the heater - (there is a tap or valve to adjust this) and just run the heater for a few seconds until it reaches a comfortable temperature.

Backing the temperature down will save gas + thermostatic valves are higher cost and don't have a long life in Portugal due to high calcium content of the water. They fur up and don't work correctly for long.

Not here in Central Portugal. The water is acid and has no calcium, but plenty of iron instead. The inside of our kitchen kettle is as shiny as the day we bought it.
The acid does play havoc with brass pipe connections.
