I know in uk there is system where the emergency services encourage you to have a listing in your mobile phone under ICE (in case of emergency) This would be the number they call if you are involved in an accident.

Does this work in Portugal, or is there another similar thing, ECE for example?

Bear in mind that if you lock your phone with a PIN, an emergency contact is useless as no-one else can access it. If you have a smartphone, there are apps which can include an emergency contact number as part of your wallpaper - I used CloseCall which is in English but has a red cross on a white background which I hope should make it fairly obvious.
