No entry or exit as from 00:00 on January the 31st, some exceptions apply.

I understand that doesn't apply if you have a resident permit/visa, but only if you are coming in as a tourist!  And need a PCR test before arriving.

You might want to read the link, they're not only shut coming in, they're shut going out as well (with some exceptions).

I see  a 144 page link. Do you know specifically if permit and Visa holders are now prevented from coming into Portugal.  Can't see where they are prohibited. Do you have a specific section that states the current policy for visa holders traveling inyo the country?

If only I could read Portuguese! My understanding is that if you have a residence permit/visa and a PCR test, you can come into Portugal. Are you of the impression that this is incorrect?

If I'm reading the exemptions correctly:

Article 5, Number 6

a) The right of entry for national citizens and holders of residence permits in Portugal;
