Hello, i am freelancer and planning to move to Portugal, my citizenship allows me to move into EU countries, for 90 days but there is not Portugal's embassy in my country and question is, can i move to Portugal and apply for residence permit or i still need to apply for D7 visa
Check which is the portuguese embassy covering your country and apply for a visa.

@gates321 OK - so I'm guessing you already know that VFS is not applicable and you should apply to the Embassy of Portugal in Ankara - and that that's what you're trying and failing to make progress on?
My own (very personal and layperson) reading of the procedures is that for the particular type of residence permit applicable to the D7 you mentioned, you can't apply for it after arrival without that visa.
I'm not convinced about what type of visa you actually require in your circs, but it's certainly true that you could engage in freelance or self-employment with that visa once officially in Portugal, should you qualify via the D7. There are others that might serve equally well or better, depending on what it is you're intending to do.
@x-camone thanks, yeah my guess was same i need D7 for sure, problem is that Embassy in Ankara is too crowded with many applications now, gonna try with another Embassy probably, thanks again ))
@gates321 I guess you do have to go through the embassy. You could try engaging Ei! from the business directory. You could also ask Gilda from Ei! on the GMP show on Mondays about that embassy.
