Canadian Pensions and Portugal Tax changes

I have read that Portugal will now start taxing foreign pensions at 10%, I think starting in 2021. Does this mean the tax treaties are now pointless? So, I will be taxed from Canada (about 25%) + 10% from Portugal? What if I move my pensions to an investment firm in Portugal? Would the tax then be less overall (about 20%)? Does anybody know what the truth is?  Thanks
