HI,
Can anyone point me in the right direction, or offer advice, with regard to reporting concern for the well fair of some dogs, in particular, a puppy? I have already spoken to the owner, to say it needs medical attention. While he said he would do something, it remains in a poor state. It has no shelter and lives in the street with 3 other of his dogs, all female. There are at least 3 other of his dogs in a pen, in conditions that are revolting. His reputation for the poor treatment of dogs is known, in my village and beyond.
He also happens to be some sort of official with the freguesia.
Where can I go? What can I do?

Tondela has a municipal dog kennel, however I don't know what they will do (although, according to their website, they should act in this situation, at least by educating the owner)

The other option is contacting IRA. It's a animal protection organisation, sometimes having problems with the justice system, due to the way they sometimes intervene.
