😬 where am I?? Can I apply for a visa when I am already living in Portugal???

We tried to get an appointment in the Portuguese consulate in the UK. After waiting 4 months for a response we decided to come and try and arrange the visa when we got here. 

We arrived in Portugal on the 3rd October, we plan to travel back to the UK on the 19th December (77 days) and return again to Portugal on the 3rd January.

Now the SEF says we need to do it in the UK but the consulate in the UK say we need to do it here  

I don’t know whether this gives us enough time to have an appointment and action the visa while we are in the UK?

Is it a possibility to get a visa while we are here?

Pre the covid lurgy it was theoretically possible. Now highly unlikely as SEF are so far behind appointments are scarce and there wouldn't be sufficient time.
