We have been troubled by this weed for some time, and recently this green jelly like substance has appeared.

anybody have any idea what it is and how to deal with it and the weed please

What you have is slime mould, it occurs every year in my garden when the ground gets particularly wet. It is not harmful to grass etc. - in fact it is quite beneficial but for me it becomes a problem because it is slippery and can cause someone to fall when stepped on.

It disappears once the ground/area dries out. You can also get a shovel to it and literally lift it up and dispose.
