I borrowed three books from Funchal Municipal Library and was informed that I must return themaltogether not separately. Is this normal or is it just easier for them or they just don’t know how to do it any other way?

ive never been to a library where they have this stipulation before.

I don't know whether that is the usual practice but common sense would suggest that one visit to return 3 books instead of 3 visits returning one book at a time is the sensible option during a pandemic.

Yes. In Odivelas was the same. The attendant tell me that they prefer that way (because the pandemic), after you read the last one you return all the three.

@berylvery Very strange? Maybe they have short staff and this is more efficient.

Odivelas public library change the rules because COVID, because they sent a email with all the rules, if you rent more than one thing you need to return all together, and they tell that the time to have the books/CD's/Movies is short term because the things stay in quarantine for a few days after we return it. That's why the reduced the time to have the things and add big penalization (time without rent nothing) if you dont return it at time.
