Driver's Licence Alteration of Address

I am wondering if anyone has information on whether it is necessary to change address with IMT for Driving Licences or not and if so, how this is done?

I have checked online and it indicates that this information update / new licence issuance should be done in the case of major changes in personal data.  It gives name changes and alterations in medical conditions as the two options.  Nothing about address change. 

If it is not compulsory, I won't bother, as I don't fancy paying 27-30 Euros unless I need to do so. 

I have already changed my address with the Camara and with AT. Those are legally required.  I have seen others on this forum suggest that if the address is changed with AT, it will filter through to IMT eventually.  If anyone has any information on this, please share.

The article is correct but the text "Addresses on citizens’ cards will be taken into account" doesn't make it clear that it only applies to those who have a Portuguese citizen's card.

Article 15.2 of the Regulamento da Habilitação Legal para Conduzir;
Sempre que mudem de residência, os titulares de cartas de condução que não sejam titulares de cartão de cidadão devem, no prazo de 60 dias, comunicar ao IMT, I. P., por via eletrónica, a alteração de residência.

Notifying a change of address is compulsory (see Article 15.2 of the RHLC above) and a failure to do so is punishable by a fine of between €60 and €300 (Article 121.14 of the Código da Estrada).

@old-bloke Ok that is interesting because I did write to IMT and amazingly got a reply within 24 hours.  I explained my situation and that I lack a citizens card. I will be saving the email!! I suppose I should try emailing them again. What do you suggest?  I already outlined everything clearly and indicated that I felt I needed to change the address registered with them.  They don't want my business.

Informamos que, com base no DL nº 40/2016 de 29 de Julho, a partir de 1 de Janeiro, a morada deixa de ser impressa no Titulo de Condução. Assim a morada válida é a que se encontra no cartão de cidadão pelo que a opção de alteração de morada não está disponível.

I had a similar response from them and responded back quoting extracts from 40/2016 and the RHLC and reminded them that as an immigrant I don't have a citizen's card, only a resident's permit. I then asked if they could confirm in writing that I didn't have to inform IMT of my address change as IMT would use the address SEF have on file for me.

They never responded, nor did SEF when I asked if they share my address with IMT for driving licence purposes.

Due to the lack of responses from them I completed a Modelo 13 IMT and emailed that to IMT, saved all the emails I'd been sending to IMT and SEF and printed hard copies to attach to the Modelo 13 to keep in my important documents folder.

That was my solution to evidence that I had electronically notified IMT of my change of address in compliance with the RHLC should it ever be alleged I hadn't done so. Since then I've had to renew my licence (age point) and had no problem.

@old-bloke I can't thank you enough.  I will copy your actions. It is a bit disappointing that the people at IMT either don't know what they should be doing or can't be bothered to do it. 

I think I will also go into the IMT office and see someone.  I may have to wait an hour, but the face the face service I have had there has always been good.

@old-bloke Another related question: Did you ever succeed to register on the ANSR website that allows us to check driving infractions online?

I would like to do this, especially since the address IMT currently have is outdated, but I lack a citizen's card.  I do have the digital mobile key, but it always comes up with an error message when I input the code I receive via SMS. I am definitely doing it right with the PIN and codes, so the problem probably lies with the fact that I am a foreigner.
