Navigating the Portugal Finance Portal

In this post I will try to consolidate the resources I have used on this site. I always have trouble finding a post that details steps I need at a future time. Link to the portal https://www.portaldasfinancas.gov.pt/at/html/index.html

1. Obtain access to the Portal is your first step. We had a fiscal rep and they provided our password after we registered on the site. Some fiscal reps will register you and then give you the password.

How to request access? This was provided to us by our FR. It was necessary and we missed this step for 6 months until Gilda from Ei! mentioned it in May 2021 on an EP YT video.

“If necessary, you can request the password to access the Finance Portal.

www.portaldasfinancas.gov.pt at REGISTER by entering your taxpayer number (TIN), email (optional), telephone (optional), tax address (it is in your TIN document on the first page in the REPRESENTANTE field), choosing a question and an answer. The average time for receipt of the password is 5 working days. As soon as we receive it, we will send it scanned in your email.

All matters and changes related to your TIN must be requested directly on the Finance Portal through E-Balcão.”

Once we gained access to the portal our first course of action was to print out our registered lease for our SEF appointment. We also wanted to make sure our landlord was submitting receipts to the portal.

I should have started with this statement: This is a resource post and not a discussion. I don’t intend to let this post sprawl like the posts I have to find and extract data from. I will take the lead from @misticjeff and the D7 spreadsheet post. If you want to discuss something create your own post and put a link to this post and tag me.

We noticed in August that our landlord was no longer uploading rent receipts. We reached out to our landlord and we were asked to provide payment receipts. We sent our wire transfer printouts. 

In that time, we ran into the Contact Info page on the portal. We had assumed that since it had our info it was setup. We tackled this issue on this thread: finance-portal-contact-details-question

@blaze451 took the lead on clicking the button and posted:”I have just added my details and it initially showed unreliable and a button to confirm.it then sent me an email and text each with a code that i had to enter to confirm my details and it now shows as reliable.”

We then did the same. That same afternoon our landlord replied to our email with the rent receipts. We were getting notifications from the portal that they were uploaded prior to the email from the landlord. This was the first time we received rent payment confirmations from the portal.

We next moved on to registering our PT address on our NIF and remove our Fiscal Rep. We had our residence permits to upload and waited until our FR was due to be renewed and prior to our 60-day time limit approached.

We also received in the mail a paper copy of our NIF within a week.

Planning on applying for NHR today or tomorrow. I found the following posts to use as guidance.

select start year, put in original country of residence , DONT fill in TIN field, tick declaration  box and then click to send info.

To get to the NHR area of the site, we went to “Todos os Serviços” and then “Residente Não Habitual” (easiest to search for “habitual” in the page to find the link, since it’s a very long list)

There you can submit your request (entregar) and a couple of days later you can check the status (consultar), which is hopefully accepted (deferido)

As described by @blaze451, you just need to select the start year (there was only the option of 2022 for us), your previous country of residence and tick the declaration.

We did the process simultaneously on different computers. We both clicked the link provided and logged in. Shannon ended up on the page but mine took me to another screen that had the option to enter that page. I just clicked the link provided by @blaze451 again and it opened a new window with the right page.

We both selected the year and country of origin. Selected the declaration box and clicked submit. Then we clicked the Export button as stated in the instructions and printed out our requests.

We will check back in 2 days as it stated. Thanks @blaze451

Busy week so we just checked. We signed into the portal. Typed “habitual” in the search. First option was “See Request” and clicked it. The page showed granted. Clicked the detail button. On the bottom of the page clicked “Proof” and saved the pdf. Status went from pending on submission document to deferido on the proof document.

If you are on a residence permit with foreign income declared, then the process for the NHR requires you to select the profession you are in. We are on the retired visa so that was not required.  https://digitalemigre.com/tax-finance/non-habitual-resident-portugal/

TAXES!! We have selected https://expatsportugal.com/business-directory/all-finance-matters/ to do our PT taxes and we will continue to do our own US taxes.

We selected AFM based on our history with Ricardo starting last March. He has done YT videos on the Expats Portugal channel. The most recent one was last night, and I will post a link once it is published. 

AFM will ensure our NIF, NHR and all our tax documents are correct which is crucial in the first year so there are no issues ongoing. Ricardo mentioned last night about selecting the wrong boxes on the tax return can have an adverse impact and we don’t need that stress. 

I will update the particulars as we get all our documents together and submit them to AFM.
