I’m attaching a image of the location of fixed speed radars installed (or about to start to work) in portuguese roads.

10 of those radars are for average speed (work in pairs, and measure the average speed of the vehicles).

The red labelled roads are the ones with speed radars. The black dots represent the # of “black spots” (locations where several serious accidents have ocorred) on that road.

The list under “Radares ao Quilómetro” shows the exact location of the radars. Those locations are usually know by GPS equipments, and have road signs warning in advance.

The list under “Novos Radares” shows the list of roads that will receive speed radars, but which exact location wasn’t still chosen.

Update:

Some of the average speed radars will enter service in 1st September 2023. Check the website here: https://radaresavista.pt/

Interesting.  The web site’s map shows locations.  I drive on one of the highways every once in a while (N1 / IC2), and I’m rarely confident about the right speed.  It changes a lot per the posted signs (red circle), and if I fail to notice one of the signs, I’ll likely be led astray by the car’s navigation data which often has a different idea.  And of course I’m more or less guaranteed to be led astray by other drivers, who might be en masse exceeding the posted limit by 30 mph.

@donn My GPS also gives me, occasionally, a different (lower) speed limit on the highway, but I noticed that happens when I’m passing under a road bridge, and I guess it assumes, momentarily, that road’s speed, which is usually lower.
